In connection with the interviews of Voting Rights Act Counsel, the Legal Affairs Committee should ask about Cooper v. Harris, decided by the Supreme Court in 2017, particularly the unanimous affirmance of the ruling that District 1 was unconstitutional and that there were sufficient crossover voters to find no Voting Rights Act violation. Cooper v. Harris is discussed in Professor Richard L. Hasen's article "Resurrection: Cooper v. Harris and the Transformation of Racial Gerrymandering into a Voting Rights Tool," American Constitution Society Supreme Court Review 2016-2017 at 105.
