Welcome to the August edition of the California Citizen Redistricting Commission newsletter. The Commission has enjoyed listening to the diverse communities across California during the Phase II Communities of Interest input meetings. After thoughtful deliberation, the Commission voted to petition the California Supreme Court for a January 14, 2022 deadline. This deadline will allow for the holiday break and should allow for a minimal effect on the 2022 elections. We will continue to update you on the status of this request.
We recently shared a digital toolkit with all the resources necessary to engage your audiences in the state’s redistricting process. Please help us get the word out so we can reach a wider audience.
The Commission unanimously voted (14-0) to petition the California Supreme Court to make January 14, 2022 the deadline to submit final maps to the Secretary of State. The motion seeks an order from the CA State Supreme Court confirming that the calculation of the “additional federal delay” as used in the Padilla decision is to be based upon the date that the Statewide Database is able to reformat the legacy dataset into a usable format for building the statewide redistricting database, with a request for an additional extension of the deadline for approval and certification of the final maps to January 14, 2022 to allow for meaningful public input to account for the annual holiday period.
We listened to community members who expressed concern over lower participation rates during the winter holidays, as well as election officials concerned about the deadline’s impact on the 2022 elections. The Commission’s legal counsel team is working on the petition to the court.

The Commission continues to host Communities of Interest input sessions. This information will help commissioners respect the boundaries of your communities to the best of our ability during the redistricting process and minimize their division. Join one of our upcoming COI input meetings.

This month we introduce you to Neal Fornaciari, a Republican from Tracy, California. Commissioner Fornaciari worked as a researcher and manager at Sandia National Laboratories in Livermore for 27 years prior to retiring in 2017. After retiring, Mr. Fornaciari spent a year as Foreperson of the 2018-2019 San Joaquin County Civil Grand Jury. Learn more about Commissioner Fornaciari here.
